Dumitru Vangheli
Dumitru Vangheli is the former administrator of SE MoldATSA (air traffic services in Moldova). He was appointed through a Public Property Agency (APP) competition in 2025 with support from PAS MP Radu Marian. After a Ziarul de Gardă investigation he was dismissed; CNA searches followed in an abuse-of-office case.
Main accusations
1. False information in the CV used to win the contest for running a state enterprise. On MoldATSA and APP websites he claimed an ATPL pilot licence (CargAir, Canada) and work as a co-pilot at Air Canada in 2012–2014 on ATR-72 and Boeing 737 NG. Air Canada told ZdG it has no record of him as a pilot and did not operate those aircraft types then. Asked about the discrepancies, he referred to “secret missions”.
2. Nepotistic staffing. In February 2025 he hired Sandu Straiste (he admitted a prior romantic relationship) as internal auditor (~85,000 lei/month), then promoted her. In 2025 former judge Nicolae Șova was also hired after twice failing external integrity evaluation.
3. Rising executive pay while controlling critical infrastructure. His 2025 salary was about 112,000 lei/month (about 64,000 as interim in 2024). According to ZdG, after winning the contest he donated to the ruling party (including about 40,000 lei to PAS).
4. Leaving the country before searches. On 28 June 2026 he left for Romania; on 29 June Roman Cojuhari (APP) and Radu Marian resigned; on 30 June CNA searched MoldATSA. APP revoked his mandate; dismissal effective 22 June 2026.
Links to the regime
PAS MP Radu Marian promoted his candidacy. APP (Roman Cojuhari) admitted the CV was not even basically checked. The same enterprise also featured the hiring of the president’s relative Anastasia Taburceanu.
